摘　　要： 位于宁夏贺兰山东麓荒漠草原区的永宁县闽宁镇园艺村成功运用综合生态系统管理(IEM)理念,探索出以产业带动土地退化防治、以循环经济发展生态农业的新模式,为防治土地退化和提高社区自身经济发展发挥了示范带动作用。文章以该移民村为研究对象,在不同层次上分析农户和社区参与土地退化防治项目的自愿行动机制,为条件不利地区运用综合系统管理理念防治土地退化、消除贫困提供借鉴。 Yuanyi Village in Yongning County of Ningxia, is one of ecological immigration villages at the eastern piedmont of Mt. Helan, has successfully used integrated eco-system management （IEM） to explore new pattern for combating land degradation and developing eco-agriculture depepded on circle economy. This paper analyzes mechanism construction on voluntary participation of farmers and community to land degradation contortion under different layers, in order to provide reference using integrated eco-system management to combat land degradation and eliminate poverty in harsh areas.
