摘　　要： 邻避设施的兴建带来了一场以社区居民为主导力量的"不要在我家后院"的环境保护运动。随着公众权利意识的觉醒,对自身利益的关注及政治开放性的增强,公众基于环境利益进行的抗争将会持续地出现。解决邻避冲突可以从建立起一种协商性的公共事务审议机制、一个合理而有效的邻避受害者补偿机制以及缩减冲突的范围等方面着手。 The construction of certain kinds of public facilities has brought about an NIMBY environmental protection movement mobilized by the local community residents.With the waking sense of public rights,concerns of self-interests and the growing political openness,the public resistance for the environmental interests will take place more frequently.To solve the problem,a mechanism of negotiating the public affairs,a reasonable and effective compensation mechanism and the reduction of conflicting sphere should be addressed.
