摘　　要： 相关国家推进创业,建设创业型城市的基本做法是:各具特色的创业教育体系,包括全社会参与的美国创业教育,政府财政资金支持下的英国创业教育,瑞典、荷兰和法国等国的创新型创业教育,注重实践运用的日本创业教育,置于国家战略下的印度、新加坡创业教育,从中小学开始的澳大利亚创业教育;重点突出的创业扶持政策,包括以小企业为重点的美国创业扶持政策,以高新技术为产业重点的日本创业扶持政策,健全的欧洲国家小企业创业扶持政策,更加优惠的大学生创业扶持政策和全方位的留学归国人员创业扶持政策,适合女性特点的创业扶持政策,支持创业孵化基地建设等。这些做法对于我国相关城市在确定创业扶持政策时的主要启示至少有:因地制宜,分类扶持,政策配套,从起步开始。 Some countries have encouraged people to start new businesses and built so-called entrepreneurial cities. The main approaches to the development of entrepreneurial cities are indicated as the enterprise education systems with different features. In the United States, everyone is expected to enjoy the enterprise education. In the United Kingdom the government gives financial support to the enterprise education. The enterprise education focuses on innovation in Sweden, Netherlands and France. The Japanese enterprise education emphasizes on practice. In India and Singa- pore, the enterprise education is linked to their national strategies and in Australia, the enterprise education begins from elementary and secondary schools. The highlights of enterprise supportive policies include the policies on the small businesses in the United States, the policies on high-and- new-tech industries in Japan, the sound policies on small fims in European countries, the primer policies for college students, the all-round poll- cies for homecoming oversea talents and policies for business women and policies for the development of the enterprise incubation bases. The positive inspiration from these approaches will help us make enterprise supportive policies in our cities according to local conditions and give different supports to various classifications from the start of the business.
