摘　　要： 农村基层政权是国家政权的基础,这个基础的动摇,势必影响到国家的稳定。随着国家新农村建设的推进,我国农村基层党组织和党员队伍的总体状况是好的,但是还存在着基层党组织能力弱化;领导核心地位受到挑战;致富能力较弱;先锋模范作用发挥不到位等问题,本文通过对徐州、连云港和淮安地区基层党组织的对比和分析,提出了加强思想建设、组织建设和作风建设来增强苏北农村基层党组织的作用。 the grassroots power of rural areas is the base of national political power, which shakes, certainly will affect the state＇s stability. Along with the new rural construction in our country＇s advancing, the general status of grassroots Party and Party members are good, but there are also have many problems： grassroots Party capability is weakening, core of leadership position is challenged, rich ability is weakening, the vanguard and examplary role is not in place. The paper through investigating and analyzing the grassroots Party organizations of Xuzhou, Lianyungang and Huaian areas, then puts forward the ways： strengthening thought construction, the organization construction and the attitude construction to enhance the northern of Jiangsu grassroots Party organization＇s function.
