摘 要: 在国际金融危机对我国实体经济造成严重冲击的背景下,南方电网公司在2009年初做出了力争售电量增长5%工作目标的决策。文章分析这一策略的潜力、措施和成效,结果显示:这一策略实施的成效明显,2009年7、8、9月份全网发受电量增速分别达6.3%、12.8%和15.0%,10月份以后增速逐步加快。分析指出,这种成效的取得主要基于如下措施:实施"以人为本、以客户为中心"价值理念;强化组织领导和推广先进经验;优化和扩大市场;实施营销服务创新;加速电网建设与改造。 Under the international financial crisis,which has had serious impact on the whole Chinese real economy,a strategy for 5% increase of electricity sales as a work goal has been made by China Southern Power Grid in the early 2009.This paper analyzes the potential,measures and effectiveness of the strategy,and the results show that the strategy was implemented well with effectiveness of 6.3%,12.8% and 15.0% of growth rate of electricity sales in July,August and September,2009,respectively,and even greater since October.The analysis points out that the effectiveness is mainly based on the following measures: to implement "people oriented and customer centered" value principle,to strengthen leadership and spread good experience,to optimize and expand power market,to make innovation in market services as well as to speed up the construction and transformation of power networks.
