摘　　要： 研究战争环境的机动通信系统问题,生存能力是决定机动通信系统综合能力的重要因素。为提高评估系统的可操作性,在解析机动通信系统生存能力内涵的基础上,提出了基于有效性、可信赖性和能力指标的生存能力ADC模型。结合系统生存能力的评估指标体系,对关于建立ADC理论的系统生存能力评估,和以ADC方法为主,幂指数、模糊综合评判和层次分析结合的方法建立综合评估方法体系。最后,结合机动能力指数的具体求解,试验结果验证了评估模型和方法的可行性和有效性。 Viability is the important efficiency factor of maneuver communication system（MCS）.Based on the connotation of MCS viability（MCSV）,the theory and method of ADC,such as the availability,dependency and capability index,are introduced in establishing the ADC model of MCSV.Secondly,the evaluation index system of MCS viability is established,and the corresponding ADC evaluation model is presented,as well as the comprehensive evaluation method system based on ADC,exponent evaluation,AHP,and fuzzy synthetic evaluation.Finally,the general process of estimation is demonstrated for the index of maneuver capability,and the efficiency of the evaluation model and method are validated.
