摘　　要： 以辽宁省铁岭市为例,选取线路长度、线路网密度、重复系数、站点覆盖率等指标,应用地理信息系统(GIS)技术,对其公共交通线路网的现状进行评价,揭示出中小城市公共交通发展中普遍面临的公共交通发展目标不明确、公交线网缺乏合理规划、公交运营管理制度体系不健全、政府推动作用不强、以及利用者公交意识淡薄等主要问题,进而从强化公共交通地位、政府主导作用和公共交通自身发展潜力等方面提出解决现存问题的相应对策,以期为中小城市制定促进公共交通发展的相关政策提供依据。 Taking Tieling City of Liaoning Province for example, this article evaluates its public transportation network with the support of GIS technology by using indexes such as line length, network density, repetition coefficient, and so on. It is shown that the common problems of public transportation existing in the middle and small cities are indefinite orientation, non - optimized network planning, non - uniform operation and management, weak guidance of government and people＇ s weak awareness of public transport use. Some countermeasures contributing to policy formulation of public transport are proposed from the aspects of strengthening the position of public trousportantion, the leading role of government and the developing potentiality of public trousportantion.
