摘　　要： 我国低保制度自建立以来经过十余年的发展,已初步达到了应保尽保的目标,但在其实际运行中也出现了退保难等问题。本文从社会政策的角度分析了有劳动能力的人"吃低保"退保难的三点原因,分别是:现有的差额补贴制度无法调动劳动者的积极性;低保制度一揽子保障引起的负激励阻碍了一部分人退保;针对低保人员的就业培训时效性差和再就业福利低也会产生退保难。 In recent years,the Chinese subsistenceal lowances system has developed very fast since its foundation.But it has brought about some problems such as some people rely on it.And this paper presents 3 reasons to analyze the questions why many people rely on it and why it＇s difficult for them to quit it from the angle of social policy.The 3 reasons include：the deficiency payment policy can＇t arouse those people＇s motivation to work;the negative incentive of the package welfare of system prevents part of the people from quitting the system;the vocational training of the poor is short of timeliness and the reemployment welfare is low.
