摘 要: 发电权交易是通过市场机制实现节能减排的一种有效手段。与双边协商的发电权交易模式相比,集中撮合交易方式可以更充分发挥市场机制在优化配置电力资源方面的基础作用,但同时也可能会导致与节能发电调度要求相异的结果。在此背景下,提出了一种基于两部制电价的发电权集中撮合交易模式,其核心思想是按照可以体现煤耗成本的电量电价的"高低匹配"原则进行撮合交易,在结算时考虑容量电价,这样的交易结果在相当程度上就符合节能调度要求。之后,分析了发电权交易中采用两部制电价与现行单一制上网电价机制之间的衔接条件,说明了二者之间具有较好的兼容性。最后,通过算例模拟说明了所提出的交易模式的基本特征。 The generation-right trade represents an effective market mechanism for energy conservation and emission reduction.Compared with the bilateral consultation mode of the generation-right trading,the centralized matchmaking trading mode can better fulfill the basic function of optimal allocation of power resources.However,the trading outcome of the centralized matchmaking transaction mode may not be consistent with the expected result of the energy-saving generation dispatch.Given this background,a new centralized matchmaking transaction mode based on the two-part electricity price is developed in this work.The key issue of the proposed mode is to modify the existing trading mode such that the new mode will conform to the principle of "high-low matching" of the energy price that reflects the cost of coal consumption.As the result,the trading outcome will,to a great extent,be consistent with that of the energy-saving generation dispatch.Because the two-part price system is only employed in the generation-right trade,the proposed mode has favorable compatibility with the one-part price system currently employed in China for paying generation companies.The binding constraint between these two price systems is next analyzed.Finally,a numerical example is served for demonstrating the essential feature of the mode presented.
