摘　　要： 本文认为,同多数发展中国家一样,中国对农业的支持存在一个"悖论",即财政对农业的投入与农业的贡献很不相称。文章基于政治经济学的视角,探讨了政府支持农业的"政治意愿"的影响因素。结果发现,农业从业人口份额对强化这种"政治意愿"具有积极影响,财力规模的扩张虽然增加了财政用于农业支出的绝对规模,但却并非提高财政用于农业支出份额的充分条件,尽快完善中国的民主政治制度,提高农业从业人口的政治参与能力是缓解财政农业投入"悖论"的内在要求。 According to this article, similar with almost every developing countries, there is a paradox in China＇s supporting on agriculture, which means that financial investment in agriculture doesn＇t match with agriculture＇s contribution. Based on the perspective of political economy, this article discusses the factors that affect the political will of government＇s supporting agriculture. It shows that the share of agricultural employment has a significant positive effect on the ＂political will＂ ; while the expansion of financial scale promotes the absolute scale of financial expenditure on agriculture, it is not a sufficient condition to elevate the share of agriculture expenditure in national budget. It is an inherent requirement for alleviating the paradox of financial investment in agriculture to improve China＇s democratic political system as soon as possible and increase the agricultural employment＇s ability to participate in politics.
