摘　　要： 为了有效促进经济增长方式的转变和产业结构的优化,必须逐步分期淘汰重污染企业。但是,当前重污染企业退出必然会面临影响当地就业,造成地方经济压力以及企业投资者不配合等障碍。因此,应该对原土地使用权、地上建筑物和附着物以及搬迁时发生的有关费用和损失进行补偿,对退出企业职工安置、退出企业固定资产损失、利润损失以及当地财政税收损失进行补偿,以保证重污染企业顺利退出。 This article describes that heavy pollution enterprises must secede from the trade, but the progress that heavy pollution enterprises secede from the trade must face up the local employment problem, local financial problem and the investors’ opposition. This article proposes some financial measures to compensate the loss and ensure the success of the secession.
