摘　　要： 跟从经济全球化和区域一体化的时代潮流,依据经济社会可持续发展的现实需要,中国必须适时探讨和形成开拓两洋出海大通道的战略构想,协调建立起太平洋出海口与印度洋出海口之间的互动关系。为此,应当透视中国开拓两洋出海大通道的历史背景,确认中国开拓两洋出海大通道的战略价值,谋划中国开拓两洋出海大通道的进取路线,展望①中国开拓两洋出海大通道的光明前景,做出中国开拓两洋出海大通道的对策创意:营造良好周边氛围,提供有利开拓条件;确立两洋战略取向,实现陆海通达目标;积极探讨建设形式,投放政策加以支持;合理谋划操作方案,促成区域互动格局;锁定进取战略方向,采取先易后难策略。只有这样努力下去,才能有效开拓印度洋出海口,实现两洋出海的战略构想,充实周边外交的政策内涵,全面保障国家的战略安全,承担起振兴中华的伟大历史使命。 Keeping up with the trend of the times of economic globalization and economicregional integration,meeting with the realistic needs of social and economic sustainable development,China has to discuss and advocate the strategic consideration of building two major sea channels to the Pacific Ocean and Indian Ocean,set up the coordinated interactive relationship between marine outfalls of the two oceans.So,we should look at the historical background of China building two major sea channels in perspective,confirm its strategic value,plan on the developing route about it,and forecast its bright prospects,put forward creative countermeasure.Such as create good atmosphere of surroundings,offer favorable conditions for development,confirm the strategic orientation,achieve the goal of land and sea interaction;then,discuss the building forms actively,implement the support policy;operate scheme and help to form the regional interaction pattern;lock up the developing strategic direction,from easy to difficult.Only keep on doing so,should we develop the marine outfalls,realize the strategic assumption of going through the sea channels to the oceans,enrich the policy connotation of peripheral diplomacy,assure national strategic security comprehensively and undertake the great historic mission of rejuvenating China.
