摘　　要： 地方政府负债过高已成为我国当前的一个严重问题。地方政府负债是地方发展的客观需要,有积极作用,但由于法律规范缺失,导致其负面效应被放大,带来了较高的潜在风险。我国必须借鉴外国经验,把地方政府负债行为纳入合法合理的框架内进行,以化解危机。 Local government liabilities has become a abilities is the objective needs of local development, of legal norms has led to its negative effects China must learn from foreign experiences, magnifi serious problem in our country. Local government li- and it has a positive effect to local area, but lacking ed and brought a higher potential risk to the society. and the behavior of local governments liabilities should be kept in the framework of legitimate and reasonable in order to defuse the crisis.
