摘　　要： 以全国高校1992—2006年科技经费投入和1993—2007年科技产出面板数据为依据,采用AHP、DEA等方法,分析了全国高校科技经费投入的产出效率。结果发现:1992—2006年,全国高校科技经费投入产出效率整体偏低且波动较大;各类成果的产出效率水平存在差异且具有不同的变化趋势;各类成果的纯技术效率整体小于规模效率,但其离散程度整体大于规模效率;适当减少经费投入有利于提高高校的科技效率。 Based on the panel data of financial input and output in science and technology of all colleges and universities in China from 1992 to 2007,the paper analyzes the input-output efficiencies,applying AHP（Analytic Hierarchy Process） and DEA（Data Envelopment Analysis）.It is found that the overall efficiencies of financial input-output during 1992-2006 are not only low but also fluctuating,differences and different trends exist between every kinds of output,the pure-technology efficiencies of every kinds of output are less than scale efficiencies in general,but the dispersion degree is just opposite.It is suggested that a suitable decrease in financial input will improve input-output efficiencies in science and technology of all colleges and universities in China.
