摘 要: 本研究以Y区国家机关各职能部门的设置为调研对象,通过"以解决问题为导向"的调研访谈,对辖区内各党群组织、行政部门、人大政协、街道社区等职能部门的工作进行全方位地调查、研究、审视与评价,借以厘清区级国家机关各职能部门设置的基本状况,找出区级国家机关在部门设置方面存在的问题。在这个基础上按照归口管理的原则,借鉴"帕金森原理"的理论研究成果,提出优化区级国家机关部门设置的对策与建议,为下一步全面落实地方国家机关职能部门的改革方案提供某种启发。 This study takes the department setting in Y district as the research object. Through "problem-solving-oriented" research interviews with the party and mass organizations, administrative departments, the local people's congress and people's political consulta- tive conference, neighborhoods and communities and other functional departments of the work of all-round investigation, research, review and evaluation to clarify the functions of district-level departments" setting and analyze the problems in the district-level department setting. On this basis, in accordance with the principles of centralized management, refers to the "Parkinson's Law", brings forward the measures and suggestions to optimize the district-level department setting for the next full implementation of the local departments reform.
