摘 要: 中国国企改制中"内部人控制"生成的问题,造成大量国有资产的流失,继而引发一定层面的社会不满。国企内部人控制问题的解决,除了既有的市场治理机制中产权改革,更要注重政策、法律、社会保障等非市场治理机制——制度层次创新的推进。 Many problems in restructuring of State-owned enterprises are caused by "Insider control" in China.It caused heavy loss of state assets,which led to a certain level of social discontent.To solve the problem,we should reform existing market management mechanism in the property rights.The more important,we must pay more attention to non-market governance mechanisms such as policy,law,social security.
