摘　　要： 为了加强机场及其周围土地使用管理,减少吸引鸟类活动的因子,降低鸟击飞机可能,提出了采用专家判断和模糊集理论相结合的方法,评估吸引鸟类因子事件发生概率的模糊性,并以"垃圾堆"对鸟类吸引事件为例,计算出其模糊概率。对各事件模糊概率进行排序,将其分为4个风险等级,同时考虑鸟击飞机特点和飞机航线特征,将机场及其附近地区划分为4个危险区域,提出了各区域土地使用准则。上述方法可以很好地指导现有机场及周边土地使用管理,保证飞行安全。 To reinforce the management of airport and to reduce the likelihood of bird striking,the expert estimation method combined with fuzzy sets theory was proposed and adopted to assess the probability of events.The calculation of ＂waste landfill attracting bird＂event was presented as an example.According to the happening probability sequence,the events were graded into four risk levels.Considering the birdstriking characteristics and the airline dimension,airport and the surrounding zones were divided into four hazard categories,and the land use strategy was suggested.The above methods are good guidance to airport and the surrounding land management which can ensure the flight safety.
