摘 要: 在对水安全度定义的基础上,选取水供需矛盾、生态环境、粮食安全、饮用水安全和控制灾害等评价指标,采用多层次多目标模糊优选理论方法,建立了区域发展水安全测度模型。并利用层次分析法(AHP)确定各评价指标的权重,结合水安全评价指标体系和所建模型,对我国区域发展的水安全状况进行了分析评价,取得了较为满意的结果,可为区域可持续发展提供决策依据。 In this paper, the status of water safety for regional development in China is evaluated. The contents of water safety evaluation involve discrepancy between water supply and demand, eco-environment, food security, drinking water security and calamity mitigation. After defining water safety degree, a multi-level and multi-objective fuzzy optimization model is adopted to establish a water safety degree evaluation model. The Analytic Hierarchy Process(AHP)method is used to judge the weights of each index. The model is applied for the water safety degree evaluation for regional development in China and a satisfactory result is obtained.
