摘　　要： 维新期间湖南地方自治在理论方面包括自保自强论、官治政治批评论、地方自治论和民智民权论;实践方面则有以南学会和保卫局为代表的一批地方自治事业。它是近代湖南民众政治参与的萌芽,也是全国性地方自治运动之先驱。 Hunan local self-government in Reform Between 1895-1898 theoretically includes the theory of Hunan self-preservation and self-renewal,the criticism on bureaucracy,the theory of Hunan local self-government, the theory of people＇s intelligence and rights.In aspects of practice,a series of local self-government enterprises had been created,typically as the Southern Society and the Hunan Defense Bureau.It encouraged the political engagement in Hunan Province and the whole country.
