摘 要: 在电力市场环境下,阻塞管理成了电力系统运行的一个主要问题。在包括联营体交易和双边合同交易的混合市场中,两类交易之间存在很强的耦合性,阻塞调度中如何对两类交易进行协调是一个很重要的问题。给出了适用于不同报价函数形式的统一清除价通用计算模型,并提出了一个新的基于功效系数的混合电力市场阻塞调度模型及其求解方法。在所提出的阻塞调度模型中,允许在联营体市场中对被削减的合同出力进行再调度。这有利于充分利用发电容量和降低联营体市场的购电成本。最后,以IEEE单区域RTS-96系统为例,对所提出的模型进行了说明和分析。 Transmission congestion management becomes a major issue in power system operation in the electricity market environment.In the widely employed hybrid electricity markets with pool and bilateral-contract trade included,tight coupling exists between these two kinds of trade as both of them are implemented in the same system.Therefore,how to effectively coordinate the congestion dispatch between them is a very important problem.Given this background,a generalized model for determining the uniform market clearing price and a new coordinated congestion dispatching model based on efficacy coefficient are presented.In addition,the curtailed generation of bilateral contracts is allowed to be re-dispatched in the pool market in the proposed dispatching model,which would be helpful for decreasing the purchasing cost of the pool demands.Results of case studies of IEEE One-Area RTS-96 system demonstrate the main features of the proposed model and method.
