摘　　要： 本文从内需主导型循环经济模式与国内外生态补偿机制研究实施概况入手,论述了我国环境经济政策伦理的基本内涵、基本理念、基本原则与道德规范;对中国传统文化中的"德治"思想进行了经济学分析,探讨了"德治"理念与生态补偿公平有效的实施策略,阐明了我国的比较优势与可行路径。 Starting from domestic demand-oriented recycling economy mode and the domestic and foreign research and practice of ecological compensation mechanism, this article has addressed basic connotation, basic concepts, basic principle and moral norms of ethics on environmental economic policies. Through economic analysis on the ＂thought of rule by morality＂ in traditional Chinese culture, this article has explored herein fair and effective practicing strategy of ＂thought of rule by morality＂ and ecological compensation mechanism, and expounded comparative advantages and feasible route of our country.
