摘　　要： 《澳门基本法》实施10年来,在确立行政主导体制、实现法律本地化、构建独立公正的司法制度等方面取得举世瞩目的成就。但是,由于立法的滞后性等原因,《澳门基本法》在实施过程中也存在行政权与立法权的关系失衡、法律解释机制不够完善等问题。改革澳门特别行政区立法与行政的关系,确立《澳门基本法》的解释机制等措施对于进一步完善《澳门基本法》来说是非常重要的。 The Basic Law of Macao Special Administrative Region has been running for ten years and has achieved great success in legislation, administration and judicature. During these years, Macao has a stable society and prosperous economy. With the development of society and the continuous implementation, there are new problems and challenges to emerge. It is necessary and very important to reform the relationship between the power of legislation and administration, and improve the mechanism of the interpreting the Basic Law of Macao Special Administrative Region.
