摘 要: 在工业化、城市化进程中,土地承包经营权的流转作为农村土地制度的创新将极大地解放农业生产力,实现资源的合理配置;将有效地促进城乡经济的协调发展、提高土地的使用效率;将有效提高农民的文化素质,加快农村民主建设,实现农村全面进步。因此,农村土地承包经营权的流转具有现实要求,应该在统筹城乡发展的框架下建立合理的土地流转机制,以土地流转为契机配合当地的工业化和农业产业化进程,加强农民的职业技术培训,提高其在非农产业就业中的比重,从而促进整个农业的发展。 Industrialization and urbanization process, land contractual management rights transfer, as the rural land system of innovation will greatly liberate agricultural productivity, allocate resources rationally; will effectively promote the coordinated development of urban and rural economies, improve land use efficiency; will effectively improve the cultural quality of the farmers to speed up the building of democracy, to achieve comprehensive progress in rural areas. Therefore, the transfer of land contract and management rights is significant. This paper argues that urban and rural development should be integrated within the framework of establishing a rational land transfer mechanism to transfer the land as an opportunity to tie in with the local industrial and agricultural industrialization process, strengthen vocational and technical training for farmers to increase their non-agricultural employment in the proportion, thereby promoting the development of agriculture as a whole.
