摘　　要： 张弼士是深受晚清政府重视和青睐的华侨企业家。张弼士较早地回国投资,积极向政府建言献策,并提出了设领护侨的建议,提出了招徕侨资以发展中国资本主义的主张,提出了在闽、粤设立发展中国经济的示范性"特区",以更好地招徕侨资。《商务条陈》成为深刻影响晚清新政的重要文件。张弼士的建议既切合实际需要又具有高度的前瞻性,既体现了他参政议政的敏锐,也反映了晚清政府侨务政策的演变,以及晚清政治、经济的发展。 Chang Pi -shih was an overseas Chinese entrepreneur who was caressed by the Qing government. He earlier involved in the Qing governmentg overseas Chinese affairs work, and proposed setting up a consul to protect overseas Chinese. When Empress Dowager Cixi and the Emperor Guangxu gave him audience, he put forward to at- tract overseas Chinese to develop capitalism in China. What he gave the Qing government advices on how China might make commerce flourish became an important document in the late Qing New Deal. He suggested that special economic zone should be set up in Fujian, Guangdong province for attracting investments from overseas.
