摘　　要： "天命"和"德"是我国古代的核心政治观念,通过对檄文进行整体性研究,能够清晰揭示"天命"观念的人文化、公共化转向和"德"观念逐步成熟的演化过程,进而把握"德"扬"天"抑的政治观念变迁脉络。 ＇Destiny＇ （Tian-Ming） and ＇Moral＇（De） were central political concepts in ancient China. Via this kind of study which viewing Xiwens as a whole, it can distinctly reveal that the ＇ Destiny＇ had had a humanized turning and that the ＇ Moral＇ had gone gradually into a mature political concept. Meanwhile, it can also easily find the process that the ＇ Moral＇ had been given much more emphasis but the ＇ Destiny＇ had become unimportant in ancient political life.
