摘 要: 当前中国地方政府信任危机包括负面特征信任危机、不当行为信任危机和制度不公信任危机三类。宏观上,政府信任危机与社会信任水平整体下降、政府公共产品供给绩效与公众期望存在较大反差、制度倾斜与不公正现象大量存在等社会背景密切相关;微观上,每个危机事件从发生到结束基本上包括政府行为被质疑为不当、信息传播、资源动员等环节和要素,呈现出一定的机理性。防止和治理地方政府信任危机必须要着眼宏观,标本兼治,重在治本。 The trust crisis of the present local government involves negative characteristics trust crisis, misconduct trust crisis & system unfairness trust crisis. At a macro level, the trust crisis of the government has much to do with the declining society trust, the contrast of the government public service efficiency and the public expectation, and the existing of tilt and inequities in the system. At a micro level, each critical incident basically involves: governmental action being challenged as improper, communication transportation, resources mobilization, etc. To prevent and govern the trust crisis of the local government, we must focus on the macro level, seek both temporary and permanent solutions with special focus on the latter.
