摘　　要： 金融危机不过是经济周期运行过程中纠正虚拟经济与实体经济之间不均衡状态的一种极端方式,当以常态待之。从宏观层面来看,金融危机对于珠江三角洲区域经济发展所带来的最急迫问题在于短期内的就业困境,而缓解就业压力的关键是中小企业的基业常青。从微观层面分析,本轮金融危机导致了出口型中小企业的出口订单的缩减,这是由于外部需求不足所引发的。因此,解决问题的最简捷路径应该是中小企业产品市场从国外到国内的转换。解决中小企业融资难问题,可以帮扶中小企业渡过金融危机,有助于缓解就业压力。融资难是中小企业的常在表征,全球皆然,并非某区域经济个体表征,金融危机只不过是加重了中小企业融资的难度,却非问题根源。解决中小企业融资难问题,政府以及金融业界创造了多元化工具,但其根本还在于小企业主动的信用积累,外生力量可以治标但不能治本。小企业信用集群理念可以帮助小企业加速其信用积累。 The financial crisis is nothing but one of the extreme modes to solve the unbalance between the virtual economy and real one during the economic cycle.At the macro level,the short-term employment difficulty,which has been brought by the Financial Crisis upon the economic development of Pearl River Delta,becomes the most pressing problem.And the key to ease the employment pressure is obviously the sustaining development of the Small and Medium Enterprises（SMEs）.As tothe micro level,due to the shortage of external demand,the current Financial Crisis has led to a reduction of export orders in the export-oriented SMEs.Therefore,in order to ease the employment pressure,it is suggested that the SMEs transform their main marketplace from abroad to domestic.Moreover,solving the difficulty in financing the SMEs can help them survive the Financial Crisis,and in result can help ease the employment pressure.We all know that the difficulty in financing the SMEs is not only a regional thing,but a global one.And also the Financial Crisis is not the root cause for the financing difficulty of the SMEs,but the factor of increasing it.To solve the problem of the SMEs financing,the government and the financial sector have already innovated some diverse methods.But the key to solve it is to improve the accumulation of business credits by creating a Credit Community concept,because the exogenous forces can be treating the symptoms but not a permanent cure.
