摘　　要： 中国历来就是一个多灾的国家,为了减轻自然灾害造成的巨大损失,政府总是千方百计的进行防灾、减灾、救灾。在中国浩如烟海的历史文献中,关于灾后政区调整的记载非常丰富。笔者就是在深入分析有关灾后政区调整的历史文献资料记载上,探究中国古代历朝政府在自然灾害发生后为了减灾抗灾在政区方面所做的调整,总结出灾后政区调整的基本模式,以期为政府灾后重建提出决策建议。 China is always a more disasters country. In order to reduce the heavy loss which the natural disaster creates, the government always by any means possible carries on the disaster prevention, the disaster reduction, the disaster relief. In our country voluminous historical document are rich about Administrative Divisions Regulation after Disasters. This paper is in the thorough analysis related historical material record of administrative divisions regulation after disasters inquired into the Successive dynasties government in ancient of china after the natural disaster occurred to reduce disaster resists natural calamities the adjustment which did in the administrative divisions aspect, Summarizes the fundamental patterns of administrative divisions regulation after disasters and make policy-making proposal for government reconstruction after disasters.
