摘 要: 改革开放以来,中国区域间的发展不平衡以及经济增长过程中的环境代价要求建立区域经济协调发展机制,这是中国经济实现可持续发展和均衡发展的必要条件。中国当前大规模的人口迁移是区域之间发展不平衡的重要表现,而地方政府投资驱动型的经济增长模式制约了区域经济协调发展。根据"十一五"规划提出的主体功能区的发展战略,区域协调发展应有三个目标,即经济发展、环境保护和区域均衡发展;实现机制也应有三个方面,即完善市场体制、促进跨区治理以及优化协调体制。具体的政策建议是,改变当前以经济增长为主的晋升考核制度;鼓励区域经济合作;完善发展规划体制;发挥财政政策的导向作用。 Since reforms and opening up in China, the uneven development among regions and high environmental cost during economic growth require to establish the collaborative mechanism for development among regions, which are the necessary conditions in pursuing a sustainable and equal development in China. Currently, large scale of population migration is the important reflection of the uneven development among regions, and the investment driven economic growth pa ttern mobilized by local governments constrains the collaborative development among regions. According to the strategy of Development Priority Zone raised i n the 11th Five year Development Planning, this paper puts forward three objects to promote the collaborative development among regions, including economic development, environment protection, and equal development, and the mechanism design involves with perfecting market mechanism, promoting trans boundary governance among jurisdictions, and optimizing the coord ination function of central government. The policy suggestions of this paper inc lude changing the evaluation institution of local leaders political performance mainly based on economic growth, encouraging regional cooperation, perfecting the planning system, and emphasizing the direction function of fiscal policies.
