摘　　要： 地方公债制度在我国已经建立。宪政是多元主体利益的平衡机制,同时宪政又是一个历时性的动态过程。2009年地方公债制度给我国宪政建设带来了一定的变化并产生了一定的影响。如果以更加宽容平和的心态考量这一关涉宪政建设的制度变革,人们将会看到这一制度革新对于央地分权以及地方政府"主体性"建构所具有的积极意义。当然,其间所存在的制度缺漏依然需要在宪政主义的指引下逐步加以解决和完善。未来我国地方公债制度的改革应当在总结中外成功经验的基础之上,通过不断探索和试错来实现制度的逐步完善,进而推动宪政制度的建设和发展。 The system of Local Treasury Bonds of China was established in 2009.It brings lots of deep political,economical and social changes.How to review these changes and the possible influences is a debatable matter.With the analytical frameworks of 'Constitutionalism is the benefit balancing mechanism of multi-Parties of interest' and 'Constitutionalism is a gradual and lasting process',people will find there are some of positive effects of the system of Local Treasury Bonds of China(2009),especially,in the aspect of the separation of powers between central government and local government and the 'subjectivity' of local government.Without doubt,the defect and weakness of this system must be improved under the direction of constitutionalism.
