摘　　要： 公安工作是法治原则最为直接的贯彻执行。正当性是法治公安活的灵魂。法治公安首先要求均衡地把握警察权力与公民权利的界限。公安工作可以大幅度地公开事实性理由,警察执法的商谈性体现于个案之中,尽力减少强制性依赖。 Public security work is the direct enforcement of the rule of law. Legitimacy is the key point in maintaining public security by means of the rule of law. The rule of law in public security work requires keeping a balance between police power and citizen＇ s right. Public security work shall make known to the public the truth by a large margin and try to lessen the dependence on compulsion.
