摘　　要： 业务流程不仅是一个技术-经济系统,还是一个具有社会性的复杂动态系统。在此基础上,在分析业务流程失效原因,包括业务流程的内、外部环境,业务流程的要素和业务流程的结构等方面。在流程变革之前进行流程失效分析是至关重要的,它可以防止单纯依靠的流程技术分析工具可能导致的纯技术模式缺陷,避免过度强调流程变革的方法论。 The essence of business process is discussed. Business process is not only a technical-economic system but also a complex dynamic system with social attribute. Based on this opinion, the reasons of business process inefficiency are analyzed, including the inside and outside environment, the elements and structure of business process. It is important to discriminate the causes of business process inefficiency because it can avoid technical mode limitation which is caused by business process analysis tools. The methods about how to change business process shouldn＇t be emphasized too much.
