摘　　要： 环境法的"硬法"渊源与"软法"渊源是环境法治建设的两种重要资源,如何在科学发展观与可持续发展理念指导下,运用环境法的"硬法"与"软法"两种渊源,实现人与自然和谐共处的动态环境法治理想状态是文章关注的焦点。环境问题的复杂性与环境主体的多元利益诉求,决定了在环境治理中需要运用软硬兼施的混合法模式。为此,必须加强环境法"硬法"渊源与"软法"渊源的沟通与协调,为实现一种"软硬兼施"的治理模式的环境法治而努力。 The ＂hard＂ as well as ＂soft＂ source of environment act is important resource. The focus of the research is to work out a way realizing the harmonious development of man and nature under the guidance of science development and sustainable development. The complexity and the multiple interests result to the mixed law model with both hard and soft methods. Therefore, the cooperation and communication is called for to make the efforts for an efficient practice.
