摘　　要： 政协在事务问责与政治问责的运作中存在着功能缺失,因此必须重建政协的政治功能。其目的在于重新厘定政协的权力定位,并对政协与执政党、人大和政府的权限进行规定,使国家权力建制更为健全。这一重建的着力点有三:首先,在政治上,政协应该追问最高国家权力机关以及行政机构,应该掌控在哪些人手里;其次,在权力运行机制上,政协应该追问权力应该由谁来分配以及分配给谁,特别需要关注党际之间的权力分配状态;最后,在权力运行后果上,政协有责任对权力的运行进行绩效评估。在政治实践中,政协政治功能重建应以制度为中心,并从三个向度体现这一重建的内涵:第一是国家基本制度的坐实,包括基本法律条例和体制的完善,良好的法律文化与政治文化的塑造;第二是对政协组织方式的有效改进;第三是获得国家与社会对政协新政治功能的认同。 CPPCC has functional deficiencies in both affairs accountability and political accountability, so the political function of CPPCC must be reconstructed, which is aimed at redefining the power of CPPCC. The reconstruction demands three keys： firstly, CPPCC should question who are in charge of the Supreme national authority; secondly, CPPCC should ask bu whom and to whom power is distributed; lastly, CPPCC has responsibility for performance evaluation of the operation of power. In political practice, the reconstruction focuses on institutions in three dimensions.
