摘　　要： 廉政政策执行是指廉政政策方案被采纳后,由政策执行机关把政策方案转变为现实的过程。公民有序参与有利于政府行政诚信的构建,提升廉政政策执行的认同,增进廉政政策执行的协调,消减廉政政策执行的偏差,强化廉政政策执行的监督。加强政府行政诚信建设,促进公民有序参与廉政政策执行的策略包括:塑造参与型政治文化,培育公民的参与意识;完善参与制度,保障公民的参与权利;实行阳光行政,拓宽公民的参与渠道;加强宣传教育,提高公民的参与能力。 The implementation of clean government policy is the process that executive organ adopts programs of clean government policy and puts them into reality. The Citizens＇ Orderly Participation in the implementation of clean government policy can enhance the identification and coordination, reduce the deviation, strengthen the supervision, and promote the building of credible government. At present, the Citizens＇ Orderly Participation in the implementation of clean government policy has some problems such as ： the understanding of Participation has long - standing mistaken ideas, the channels of participation are blocked, the systems of participation are not sound, the result of participation isnt satisfactory, and the ability to participate is to be raised. The strategies to strengthen the building of credible government and to promote the citizens＇participation in the implementation of clean government policy include ： creating a participatory political culture, cultivating the awareness of citizen participation, perfecting the systems of participation, protecting the rights of citizens＇participation,practicing sunshine administration, broadening channels for citizens＇ participation, strengthening publicity and education, and improving the capability of citizens＇participation.
