摘　　要： 危机决策是危机决策主体为了达到或实现危机决策目标,在决策条件非常有限的情况下,运用一定的危机决策程式与方法,快速做出应对危机事件的决定或确定对策并有效地组织实施的过程。决策的速度快与频率高、独断式或有限的民主决策、不求最优但求有效与满意是现场危机决策的主要特征。现场危机决策的次数和频率与危机事件的许多因素有关,不同的危机事件,现场危机决策的次数与频率是不同的。现场危机决策模式是由现场危机决策目标、危机决策智援、危机决策程式、危机决策方法构成的一个有机体系。 Crisis makes policy for reaching or realizing the crisis decision-making target being the crisis decision-making main body, under the condition making policy is very limited situation, wields certain crisis decision-making formula and method , makes the decision answering the crisis event out rapidly or ascertains countermeasure and the process initiating and putting into operation effectively.That the speed making policy does not ask quickly with high , arbitrary dyadic or limited frequency democratic decision- making, is excellent only ask most effective and satisfied principal character being that scene crisis makes policy. Scene crisis decision-making number of times and many factor in relation to of frequency and crisis event, different crisis event, scene crisis decision-making number of times and frequency are different. The scene crisis decision-making pattern is system from the scene crisis decision-making target, crisis decision-making wisdom help, crisis decision-making formula , crisis decision-making method composea.
