摘　　要： 加速发展天然气是实现在2030年前减排CO2目标最有力的措施。目前我国天然气定价机制上存在着上游偏离市场规律和资源优化配置原则,下游燃气公司对用户任意定价等问题,导致出现下游用户市场开发严重不足与低效用气的情况,严重制约着我国天然气市场的发展。对此提出了在上游制订"基准门站价"和实行税收调控的办法,以及在下游市场定价上实施由中央和地方两级政府指导和监管、在市场开拓上实施"时间差"策略的改革建议。 To achieve the target of CO2 emission reduction in 2030, speeding up the development of natural gas industry becomes the most effective measure. However, problems exist in current gas pricing mechanism such as departing from market law and principle of optimal allocation of resources in upstream of gas industry and arbitrary pricing by downstream gas companies lead to seriously under-developing downstream market and low-efficiency gas utilization, which restrain the development of China’s natural gas market. Therefore, suggestions of formulating the basic city gate price of natural gas and implementing tax regulation in the upstream sectors and carrying out the policy of market pricing mechanism guided and supervised by both central and local governments and'time difference'market development policy for the downstream market are put forward to improve current gas pricing mechanism.
