摘　　要： 养老保险制度应该按照社会福利最大化目标确定合适的水平。特别是在中国城市化背景下,还需要综合考虑转移劳动力的低收入、高流动性等特征。本文首先基于异质性个体的需求和社会福利最大化,对养老保险的适度规模进行讨论;其次以转移劳动力为例,对理论进行检验,发现收入对其参保意愿具有显著的正向影响,而流动性则具有显著的负向影响。模拟表明,有30%的转移劳动力愿意选择"较高保障水平",而有60%愿意选择"较低保障水平"。 The level of old-age social insurance should be decided to optimize the social welfare based. Especially ,the characters of migrant labors should be considered during urbanization. In this paper,we first discuss the level of old-age social insurance based on heterogeneous individuals. Then we do an empirical study on the choice of migrant labors. We find that income has significantly positive effect on the participation will ,but mobility has significantly negative effect. The simulation indicates that 30% of migrant labors choose a higher pension level ,and 60% of them choose a lower level.
