摘　　要： 产业集群是反映区域竞争力强弱的重要标志。分析了产业集群造就区域竞争力优势的条件,指出:区域创新体系与产业集群存在着必然的联系,建设区域创新体系的关键是促成产业集群形成和发展的制度条件;实施集群创导可以不断优化区域创新环境,提升区域创新能力。 Regional industry cluster is an important indicator of competitiveness. In this paper,it analyzes the condition that industrial clusters creats the regional competitive advantage,and points out there is a causal link between the regional innovation system and industrial clusters .The results show that the key to build regional innovation system is to promote industrial cluster formation and development of system conditions. Cluster guided through the implementation of a viable path, constantly optimize the regional innovation environment, enhance regional innovation capabilities.
