摘　　要： 全国文明城市是市民整体素质和文明程度较高的城市,市民是文明城市的主体,市民文明素质的高低直接反映出一个城市的文明程度。当前,在我国文明城市的创建中,少数市民文明素质的缺失直接影响文明城市的形象,究其原因是多种因素互相作用的结果。因此,我们应开展市民文明教育,通过建立市民文明长效机制、优化城市环境等,提升市民文明素质,使文明城市的创建工作常态化。 A national civilized city is a city where its citizens＇ overall qualities and the level of civilization are high. city＇ s affect Citizens are the main body of a civilized city. The level of citizens＇ civilization qualities reflects the level of a civilization. During building up our civilized cities, the lack of civilization of a small number of citizens will the image of civilized cities. To find the reason, it is the result of the interworking of several factors. Therefore, we should start to educate the citizens, build a long - term effective system, and beautify the urban environment so as to improve citizens＇ civilization qualities and normalize the building -up work.
