摘　　要： 建立合理的城市居民最低生活保障标准的调整机制的关键是转变对贫困问题的认识,并树立积极的低保理念,与此同时,还必须遵循宏观协调与微观协调相结合,保证最低生存标准与保障基本生活标准相结合,基本生活救助与收入获得能力培养相结合,常态主动调整与动态及时调整相结合以及常态增长机制与动态补贴机制相结合等主要原则。创造良好的制度环境是建立合理的低保标准调整机制的基础,应该建立和完善城市居民低保标准的相关法规,建立和完善合理的低保资金筹集与发放机制,完善家庭收入状况调查制度与低保对象管理,建立和完善低保信息系统与低保档案管理。 The crux of the establishment of the adjustment system of the normal standard of the citizen minimum life security is to change of the opinion of the poverty problems and the building of sense of the minimum life security. In the Meantime, we must follow some principles, the connecting between the macro-coordinating and the micro-coordinating ; the connecting between the minimum survivorship security and the normal life security; the connecting between the normal life assistance and the training of the wage-accepting ability; the connecting between the normal active adjusting and dynamic timely adjusting; the connecting between the normal raising system and the dynamic allowance system. The making of the system environment is the basement of the establishment of the adjustment system of the normal standard of the citizen minimum life security. We should establish the law and the rules, the system of the collecting and granting fund, the investigating of the family earnest and the administration of the acceptor of the minimum life security, the information system and the administration of the archive of the minimum life security.
