摘　　要： 指出国家级开发区普遍存在以"一区多园"以及"政区合一"等形式实现空间"扩界"的现象;而土地的低效使用、地方政府的发展诉求以及地方政府支配资源的能力共同促成了这种不断的"扩界"行为。认为在"扩界"等导致开发区政策应用空间泛化的形势下,开发区的发展实际上已经无异于一般城区,再行探讨开发区的"合理规模"以及通过"四至范围"对开发区进行划桩定界几无意义。开发区的空间发展及转型讨论需要跳出就规模论规模的误区,而值得关注的是开发区的政策"原点"及新的政策"聚焦"。 This paper analyzes the phenomenon of ＂boundary expansion＂ in national development zones in the forms of ＂one district with several parks＂ or ＂the union of development zones and administrative areas＂, which is caused by the inefficient land use, development aspirations from local governments as well as their ability of allocating resources. Since the special policies for development zones have been widely abused, those zones seem to lose their par- ticularity compared with other urban areas. Considering this, the discussion of＂reasonable scale＂ or ＂growth boundary＂ of development zones hardly stands any meanings. However, the policy itself, which is designed for development zones, including its origins and its new focuses are more worthwhile to be focused on.
