摘　　要： 本文从全面理解档案服务"公益性"入手探讨了"利用档案是否应该收费",系统梳理出国家档案局已颁布的利用档案收费政策8件,并进行深入的内容分析,着重剖析了已有政策的三大缺憾。 Based on the comprehensive understanding that the archival service is a kind of ＂public welfare＂, this article discusses ＂whether the public should be charged for using archives＂.Then it combs 8 charging policy of archival use which promulgated by the State Archives Administration of the People＇s Republic of Chi- na, and analyzes the content of these policies thoroghly. Emphatically, the article analyzes the three shortcomings of exiting policies.
