摘　　要： 分析了制约农民工回乡创业的因素,并从正式制度和非正式制度两个方面探讨了农民工回乡创业制度环境,为地方政府及时调整视角,构建有利的制度环境提供决策参考,激励农民工回乡创业,促进县域经济的发展。 In order to study the system of returning to hometown for entrepreneurial （RHE）, the article analyzes the constraints factors of the present system, and system environment of RHE separately with the formal system and the informal system The system environment analysis of RHE has a major practical significance for encouraging local government adjust perspective timely, building a favorable institutional environment to stimulate migrant workers RHE, promoting the development of the county＇ s economic, the development of our national economy.
