摘　　要： 将政府部门间合作视为关系合约,就能够以交易费用理论为分析工具对其进行分析。部门间要实现合作,必须具备能够将合作的交易费用和风险最小化的治理结构。决定合作交易费用水平的交易特征,在食品安全监管领域主要体现为:部门的自主权追求、收益的不确定性以及治理成效的外部性。部门间合作机制必须针对上述三个交易特征,着眼于调整部门间职权配置结构、确保合作中的信任与公平以及降低治理成效的外部性,才能有效促进部门间合作。 By adopting the conception of relational contract,it is possible to use the transaction cost theory as the analyzing instrument to study the relationship among multi-departments of government.For the purpose of approaching collaboration,the governance construction has to offer the promise to minimize the transaction cost and risks.Regarding food safety regulation,the transaction characters which determine the level of transaction cost include three dimensions:the pursuit of departments for the autonomy,the uncertainty of collaboration return and the externality of governing performance.Corresponding with all three transaction characters,the mechanism of multi-departments collaboration has to focus on the following characteristics to facilitate the collaboration;integrate and define the authority configuration among departments;guarantee the trust and fairness in collaboration;and minimize the externality of governing performance.
