摘　　要： 生态工业园区是一种根据工业生态学基本原理建立的、符合生态系统环境承载能力、物质和能量高效组合利用以及工业生态功能稳定协调的新型工业组合和发展形态。日本发展生态工业园区以地方自治为主体,国家和地方政府共同辅助和管理,企业、研究机构和行政部门积极参与,形成了"产学官民"一体化的园区管理和运作模式。日本以及北九州市发展生态工业园区的模式与经验对吉林省建设生态工业园区具有重要的借鉴意义。 Eco -industrial park is a new industrial combination and developmental pattern, which is based on the basic principles of industrial ecology. It conforms to environmental bearing capacity of ecological system, integrates the use of matter and energy, and stabilizes and harmonizes industrial ecological functions. The development of Japanese eco - industrial parks is dominated by local autonomies, supported and supervised by central and regional governments. The active participation of enterprises, research institutions and administration forces effectively facilitates the mode of ＂ industry - research - government - private＂ liaison in management and operation. Japan and Kitakyushu＇s pattern and experiences are implicative for the development of eco industrial park in Jilin province.
