摘　　要： 对新中国成立以来的三次粮食购销制度变迁及其过程中的国有粮食企业改革历程进行了回顾和思考。认为国有粮食企业改革问题的症结在于当前粮食的产权结构被认为的"残缺",导致企业无责任、地方政府有限责任、中央政府无限责任。因此,下一步改革的重点应该放在合理配置粮食产权结构、还粮食以其本来面目上。 The paper has reviewed and reflected the reform of stateowned grain enterprises in three transitions of grain institution since People＇ s Republic of China was founded. It is recognized that the initial intention is good and the direction of reform is right, but the resuit does not meet the anticipation. The reason for that is the deformity of current grain property right structure resulting from no responsibility in the enterprises, limited responsibility in local governments and infinite responsibility in the central government. Therefore the priority of next step should be given to the rational allocation of grain property right structure, restoring the original features of grains.
