摘　　要： 作为一种在市场经济条件下出现的农业生产经营组织形式,农民专业合作组织的突出特征在于:从产权机制上看,它是成员拥有,成员控制,成员受益。因此,政府在其发展过程中应定位于规范引导、扶持服务。 Being an agricultural production and management organization form which cropped up under the marketing economy,the farmer cooperation organization’s prominent characteristic lies in,from the point view of property rights,the fact that it is owned,controlled,and benefited by its members.However,it became a worthwhile issue that what kind of role the government plays in the development of the peasant cooperation organization and how to define it.
