摘　　要： 在市场经济条件下,高等院校引进外国智力包含了供求关系、贸易关系和资源配置的要素,形成了市场主导的引进外国智力运行机制,高等院校引进外国智力的市场主导性改变了人员国际流动的方式,也深刻影响了高等院校引进外国智力的价值观取向。市场主导的引进外国智力的价值取向应遵循利益驱动原则、互利双赢原则、自由流动原则和战略规划原则。 Under the market economy, the Input of Foreign Intellectual （IFI） includes the relation between supply and demand, trade relation and resources distribution. These elements, in turn, form a market-oriented IFI, which has changed the approach for international mobility of university stuff. It has also changed the values of IFI in universities. These values should stick to such principles as interest-motivated, win-win, free mobility and strategical-planned rules.
