摘　　要： 在行政学视野中,环保公众参与是环境行政民主、环境行政法治和环境行政发展的要求;环保公众参与有利于促进政府环境决策的科学化和民主化,有利于公众监督政府和避免政府失灵,有利于促进公众对政府的理解和信任。为了促进环保公众参与,需要拓宽和畅通环保公众参与渠道,建立和健全环保公众参与机制,大力推行环境信息公开,加大环保教育的力度。 From the perspective of administration theory, public participation in environmental protection is necessary for environmental administration democracy, law and development; and it is beneficial to help government to make environmental decisions in a scientific and democratic way, facilitate the public＇to supervise the government in case of dysfunction, and to promote the public＇s understanding and trust of the government. In order to promote the public participation, it is necessary to broaden and open channels for public participation, to set up and improve the participation system, strongly implement the openness of environmental information and strengthen the effort of environmental protection.
